General Info
The Hills Lake Fishing Club was originally formed as a hunting and fishing club by 25 men on July 17, 1899. The land was deeded to the men by Thomas F. Hull on July 25, 1899 with the deed recorded in Panola County. Two parcels of land (one containing 125 acres and the second containing 47 acres) made up the land surrounding what is known as Hills Lake in Panola County, Texas. The lake is a few miles southeast of Carthage, Texas and is what is known as an oxbow lake formed by the Sabine River.
Oxbow Lake

An oxbow lake is one formed by a meandering river. The river at normal levels will follow the natural contours of the land, flowing from high to low. However, when the river floods, the water has greater force and will sometimes erode what was previously higher ground to take the straighter course. Sometimes as the river recedes, this eroded area becomes the easier, straight course of the river. The former loop in the river is left behind as an oxbow lake.
By-Laws
The original by-laws of the club required that the membership would be limited to twenty-five men. These members had to accompany anyone that was their guest on the premises. Wives, unmarried sons, daughters, servants, other members of their families, and non-resident guests were allowed. However, servants could not fish or hunt. Members could also invite up to two lady friends and up to two children not their own.
Over the years the by-laws have been changed and membership is now inherited or purchased. Many of the twenty-five memberships in the club have multiple owners. The main purpose of the club is to maintain and preserve the area known as Hills Lake.
Board of Directors
The board of directors were five members of the club that had been elected at the annual August meeting. These five then selected from their number a president, vice-president, secretary/treasurer.
Activity
The club was very active until 1926, but then fell dormant. In 1950 the club was reorganized by the heirs of the previous members. These heirs have maintained the records of the Club and attempted to hold the property in good repair for the multiple members of the club.
Annual Meeting
The Club now meets annually on the last Saturday of March in Carthage, Texas.
